Evaluating the Impact of AquaR on Fisheries Regulation: A Case Study of the Fishpond Lease Agreement Program in the Philippines

This paper evaluates the effects of AquaR, a technological platform implemented by the Bureau of Fisheries and Aquatic Resources (BFAR) in the Philippines, on the Fishpond Lease Agreement (FLA) program. AquaR, developed in collaboration with the Caraga State University and supported by the UN Food and Agriculture Organization (FAO), aims to address challenges in FLA management, such as non-payment of rent, contract cancellation, and unoccupied lands. Through a baseline impact assessment, this study examines the implications of AquaR on BFAR’s operations and stakeholders involved in the FLA program. The evaluability assessment serves as a foundational step to ascertain the feasibility and suitability of conducting an impact assessment, identifying key factors. Subsequently, in-depth interviews were conducted with relevant stakeholders, particularly BFAR employees directly affected by AquaR. Qualitative data analysis techniques are then applied to extract meaningful insights from the interview data. Preliminary findings suggest that AquaR has improved FLA management by enhancing monitoring and reporting capabilities. Stakeholders report increased efficiency in lease processing and improved compliance with FLA regulations. However, technological barriers and resistance to change highlight the need for ongoing support and capacity building.
