Evaluating E-Government Maturity and IT Infrastructure in CIS Countries: Insights from the EDGI Ranking Analysis

The study compares the development of e-government in the CIS countries. Discusses the similarities and differences of e-government in developed and developing countries. The goals and objectives of e-government are describe. The trends in the development of e-government in general and in the CIS countries in particular are described. After that we show how EDGI ranking works. Maturity models for e-government assessment has been illustrated and discussed. New e-government maturity model was presented. In results we compare CIS countries e-governments with EDGI ranking and with developed model. Describes the status of various indicators in the development of e-government in the CIS. The strengths and weaknesses of the CIS countries in the development of e-government are discussed. Also, we provided an overview how the EDGI rating of CIS countries has changed between 2014 and 2022. Next, we assessed each CIS country according to the developed e-government maturity assessment model. Individual elements were assessed, in general, all CIS countries reached level 4 of e-government maturity according to given model, moreover leaders have elements of level 5.
