New Multi Criteria Decision Making Methodology EFEE Under Uncertainty on Paris City Micromobility

摘要

Motivated by concerns about global warming and rising vehicular carbon emissions, recent years have witnessed a surge in the adoption of micromobility vehicles in urban transportation. Driven by their potential for energy conservation, reduced carbon footprint, and lessened traffic congestion, these modes offer promising solutions to contemporary urban mobility challenges. Rigorous assessment of micromobility modes is crucial for big cities to optimize its urban transportation system, balancing the environmental benefits and equity considerations within its unique cultural and infrastructural context. In the heart of urban transformation, Paris embraces micromobility as a key to unlocking cleaner air, seamless last-mile connections, and vibrant, human-centric streetscapes. This study investigates the application of the newly proposed approach of Extracted Framework Element Effect (EFEE), a Multi-Criteria Decision Making (MCDM) method employed for criterion weighting, to determine the relative importance of various factors influencing the usage of micromobility modes in Paris to achieving carbon neutrality targets set by initiatives like the European Union’s (EU) 2050 objectives. EFEE offers a unique distance-based approach to assigning weights that functions within Euclidean space and accommodates different levels of decision-makers. It leverages the concept of the “absence effect” to assess the relative importance of each criterion. This study significantly advances the existing literature by introducing and extending EFEE for the first time to incorporate uncertainty. Through a numerical example, this research contributes to the understanding and practical application of ordinary fuzzy-based EFEE. Furthermore, it delves into the assessment of criteria currently debated in the context of sustainable urban transportation, aiming to bridge the gap between micromobility implementation and broader urban planning considerations.
