A Survey on Cooperative Intelligent Transportation Systems (C-ITS): Opportunities and Challenges

This article conducts a critical review of developments and challenges within Cooperative Intelligent Transportation Systems (C-ITS), in the context of escalating urbanization and increasing traffic demands. It highlights the transformative potential of integrating information and communication technologies with the Internet of Vehicles to improve traffic management, safety, and environmental sustainability. However, the expansion of C-ITS encounters significant obstacles including technical complexities, high implementation costs, low Connected Vehicles rates, cybersecurity concerns, varying public acceptance, and the urgent need for international standardization. This review stresses the crucial need for collaborative efforts among various stakeholders, the development of innovative policies, and technological advancements to navigate these challenges. Based on a preliminary survey of current studies and some project results, this paper gives an overview of C-ITS and suggests some strategies that might support their broader use and potentially improve smart transportation solutions.
