Heatwave Responses: Early Warning Systems

This chapter provides an overview of the development, implementation, and evaluation of early warning systems designed to reduce the risks associated with heatwaves. It begins by discussing the historical context of early warning systems (EWS) as an adaptation option and underscores the importance of EWS in disaster risk reduction in general. The chapter details the four essential elements of EWS: risk knowledge, detection and monitoring, warning dissemination and communication, and preparedness and response capabilities. It emphasizes the significance of these elements in creating effective heatwave early warning systems (HEWS) and Heat-Health Warning Systems (HHWS). Various case studies from around the world, including the United States, Europe, Australia, and China, are presented to illustrate different approaches to HEWS and HHWS. These highlight the diversity in methodologies, from hazard-based systems to impact-based systems, and the importance of tailoring these systems to local climatic and demographic conditions. The chapter also discusses the challenges and limitations of current HEWS, such as the need for accurate and timely predictions, effective communication strategies, and the integration of local knowledge and practices. The importance of rigorous process and outcome evaluations to assess the efficacy of HEWS and HHWS and to ensure their continuous improvement in mitigating the impacts of heatwaves is emphasised. In relation to this, the findings from some HEWS and HHWS process and outcome evaluations are reviewed with the conclusion drawn there is mixed evidence regarding the efficacy of these EWS. Because accurate and timely predictions of heatwave occurrence are one of necessities for effective HEWS and HHWS, the technical aspects of heatwave prediction, covering short to medium-range forecasts and the potential for extended-range and seasonal predictions of heatwaves are explored. Finally, the chapter addresses the controversial topic of heatwave naming and categorisation, examining its potential benefits and drawbacks. It highlights the need for systematic research to determine the effectiveness of heatwave naming in enhancing risk communication and public awareness.
