The chapter ‘Heatwave Responses: Adaptation’ explores adaptation to heatwaves. It begins by defining adaptation as intentional, sustained actions to reduce heatwave-related risks and impacts, distinguishing it from mitigation. The historical context of adaptation is explored, highlighting its evolution from traditional methods to systematic approaches enunciated in international frameworks. The chapter outlines generic adaptation strategies, categorized into anticipatory vs. reactive, autonomous vs. planned, and incremental vs. transformational, emphasizing the importance of context-specific responses. Rather than describing the vast range of heatwave adaptation options the Chapter focuses on heatwave risk governance, heatwave insurance, the establishment of Chief Heat Officers, and the development of knowledge networks as emerging topics in the wider field of heatwave adaptation. Heatwave risk governance is presented as a critical component, involving multi-level coordination and the integration of various stakeholders to effectively manage heatwave risks. The chapter underscores the nascent state of heatwave insurance, exploring the potential of parametric insurance products as a risk transfer mechanism. The role of Chief Heat Officers in promoting heatwave awareness, coordinating responses, and implementing urban cooling projects is assessed. Also examined is the role of knowledge networks, such as the Global Heat Health Information Network, in facilitating information exchange and promoting heat resilience noting that such knowledge networks may be crucial in the absence of strong government leadership related to heatwave adaptation. In addressing what catalyses heatwave responses at the municipal to government level, the chapter explores various theories of policy change, including the role of extreme events as focusing events that create windows of opportunity for policy shifts. For potentially understanding what drives heatwave responses at the individual to small group level several theories related to autonomous decision making are presented. Complementing this, the Cultural Theory of Risk is also introduced as a possible framework for analysing heatwave responses, whether they be adaptation or mitigation oriented, at the individual to government level.
