Communities

We are all members of several communities, both virtual and spatial. How then do we balance the rights of communities against those of individuals or the interests of the state itself within climate transitions? Reforming planning processes is essential in most countries if transitions are to happen at the pace required, yet this might spark community backlash. When is community opposition valid and when is it just Nimbyism that must be overcome for the greater good?
