We have seen decades of mainly focusing on system efficiency, then on excellence, and more recently on responsible assessment and solving societal challenges. However, each new generation of actors need to understand and solve the core challenges of how to govern, organize, fund, assess, and prioritize research responsibly. This book is mainly about such stable challenges in research policy, but it also discusses temporary issues. Each chapter has the format of a user-friendly policy brief. All of them are based on evidence from research, and references to further reading are given.
