GHG Analysis Under NEPA

This chapter reviews two CEQ policy documents (I and II) that were intended to include GHG considerations in the NEPA process. However, CEQ’s intention changed after the 2016 U.S. presidential election. These two policy documents could form the foundation for a scientifically based National Climate Strategy. The Biden Administration has reintroduced much of this guidance in the form of Phase 1 revisions to the CEQ NEPA Regulations in 2022 and Phase 2 revisions in 2023. A National Climate Strategy must include the role of the oceans in global warming if it is to be effective.
