The Governance of Water

Several paradoxes illustrate the intricate nature of the relationship between humans and water. The history of mankind’s attempts to obtain water for survival is connected to the evolution of water governance which moved through the prism of paradigms that reflect prevailing attitudes and practices over time. The principles of water governance include human right to water, ecosystem-based strategy, shared integration, precautionary, responsibility, subsidiarity, and the common good principle. Their application to both large- and small-scale water systems can prevent conflicts, cope with climate change, enhance social and economic development. A fair governance approach is essential in transboundary rivers and lakes because over three billion people rely on these shared water resources for their livelihoods.
