This chapter analyzes the Supreme Court decision Jones v. Hendrix in which the Court held that federal prisoners are prohibited from filing a second or successive habeas petition if they have already sought a post-conviction challenge, even if that new claim of “legal innocence” was unavailable at the time of the first challenge.
