Monitoring and evaluation (M&E) procedures in resilience-building programs to improve climate risk management are critically examined in this article. The goal is to evaluate current methods and find areas for improvement to improve M&E efforts in this sector. This research examines existing M&E practices to contribute to resilience and climate risk management discourse and help establish stronger and evidence-based methods. Climate resilience requires monitoring, evaluating, and learning (MEL) according to global development, climate change, and disaster risk reduction objectives. Monitoring and measuring resilience-building development activities are emphasized to improve climate risk management. This study draws from experiences across multiple industries, often outside the conventional stability and environmental risk management sphere, and then conducts several “thought experiments” to identify the qualities development experts want projects to show but for which inaccurate aggregated indicators may lead to unfavorable incentives. Process-based metrics that focus on project conception and execution are more likely to avoid these shortcomings and should be seen as a viable alternative to broad resilience indicators.
