Online Public Services in Vietnam

Online public services refer to administrative services that are provided through the Internet. Citizens and businesses save time and costs when carrying out public administrative services with state agencies. In addition, the government will operate more effectively and transparently. Author employs a survey methodology to investigate the current state of online public services in Vietnam by gathering data from citizens, businesses, and state employees. The results show that citizens and businesses are quite interested in online public services because of their many benefits, but they still do not use many online public services due to many obstacles such as insufficient information about the services, and the lack of incentives for using online public services. State employees are not satisfied with the infrastructure for supplying online public services, such as slow Internet speed, incomplete population databases, and digital signatures not widely available, leading to the fact that online public services are not yet popular. Therefore, in the near future, the Vietnamese government needs to issue policies to encourage citizens and businesses to use online public services, improve the information technology infrastructure, and promote awareness among citizens and businesses about how to use online public services.
