Structure and Characteristics of the Current Social Security System in Vietnam

In Vietnam, the social security system has been established and developed for a long time. Currently, despite the socialist-oriented market economy, the structure of Vietnam’s social security system has been gradually improved on basic pillars such as social insurance, health insurance, unemployment insurance, social relief, social assistance and incentives, etc. Compared to the common model in the world, the social security system in Vietnam has a unique component, which is the policy of social incentives. This is a specific policy of Vietnam, derived from the tradition of “Uống nước nhớ nguồn,” “Ăn quả nhớ kẻ trồng cây,” and “Đền ơn đáp nghĩa.” Vietnam has experienced many great patriotic wars with many losses in material, spiritual, and even blood of all classes of people. After the war, the beneficiaries of this policy were quite wide and were a unique feature of Vietnam’s social preferential policies compared to some priority policies of some countries in the world. This is also the basis for this article to deeply analyze the current structure and characteristics of Vietnam’s social security system as a system that is both universal and specific true to the leadership commitment of The Party and State of Vietnam in the current renovation process: Economic growth is associated with progress and social justice and environmental protection for rapid and sustainable development of the country.
