The Most Significant Factors on the Oil Spill Response Management among the Related Agencies in Malaysia

As far as we are concerned, once an oil spill incident occurs, it creates a critical long-term effect on the environment, society, economics, marine ecosystems, coastal communities, and human life. This paper analyzes the development of the significant factors of the oil spill faces by the related main government agencies in Malaysia such as the Marine Department and Department of Environment (DOE) together with the support from the key player private organization named Petroleum Industry of Malaysia Mutual Aid Group (PIMMAG), and from the other related agencies. It is essential to examine the significant factors of the oil spill response since Malaysia has faced 131 oil spill incidents from 2014 until February 2023 as reported by the DOE. This study has analyzed seven main significant factors that provide the most significant factors toward the oil spill incidents. The analysis was done on 59 expert responses received from 11 related agencies’ concerns in responding to the oil spill incidents in Malaysia. Based on the factor analysis, the findings show that the suggested seven significant influences could be separated into three classifications which can be renamed and grouped as efficient leadership and response management, equipment management, and situational and effective communication. Meanwhile, the most important factors could be determined by the efficient situational analysis at 0.889, good leadership practices at 0.866, and coordinated decision making at 0.785.
