Analysis of Factors Affecting the Ship Safety on the Basis of Six-Stage Risk Management Model

摘要

The chapter discusses important aspects of shipping safety, based on which a model of risk analysis and management in the process of operation of marine vessels is proposed, as well as the issue of crew safety, since the majority of victims of marine accidents are crew members. This emphasizes the need not only for technical solutions but also to ensure the safety of life on board the ship. Based on statistical data on maritime accidents and incidents over one five-year period, the key factors affecting the safety of ships and shipping in general are identified. The paper presents a six-stage risk management model describing different ship states, including technical systems, navigational systems, communication and communication systems, which ultimately results in the safety of navigation. Each state of the vessel is characterized by certain stages and possible transitions between them. The importance of adequate management of the ship state by the method of control actions and risk assessment in real time is emphasized. The proposed model makes it possible to analyze and predict the level of navigation safety depending on the state of the ship and its systems. The basic model presented in this paper can be supplemented and adapted to specific types of ships, operating conditions and can become a useful tool for improving ship safety and reducing risks at sea.
