Implementation Issues of a New Universal Personal Identifier: The Case of Hungarian Digital Citizenship

The National Digital Citizenship Program was started in Hungary in 2022, and a key implementation issue is the introduction of a new universal personal identifier, the digital citizen ID. The paper overviews the legal environment of the Program an d the currently operating technical background, by using a socio-technical study approach. On that basis, possible ways of implementation of the digital citizen ID are described together with their advantages and drawbacks.
