Communities can increase resiliency by identifying and reducing vulnerabilities, and considering environmental risks (disturbances) when planning and developing. Vulnerability defines the inability of people to resist and adapt to disturbances such as climate hazards. Some ways to resist, recover, adapt and prepare include developing networked sensors for early warning, training leaders in environmental management, risk reduction, and collaboration, building community capacity, and building resilient infrastructure.  Applications include protecting, restoring, or mimicking the natural water cycle with green infrastructure (e.g., planting native trees and restoring wetlands).
