Chapter 4 links the formation of the IIEP, formed by the UNESCO, the World Bank and the Ford Foundation, to further the development of the internationalization of education research. The IIEP had the mission to create and build capacity for educational planning in countries of the Global South, with a particular focus on research capacity-building and the training of education professionals and experts.
