摘要

This chapter examines the divergent relationships between the EU and Cuba, Venezuela, and Nicaragua. The three nations have implemented policies that continuously deviate from the liberal partnership platform that drives the Euro-Latin American interregional context. The EU's ability to influence the democratization process in the three nations is limited, and in certain instances, it may even provoke intense reactions from their administrations. The EU can assist in enhancing conflict management and promoting democracy through activities such as mediating between domestic groups and monitoring elections. Regarding coercive measures, the EU targets specific public officials and individuals instead of entire economies to minimize the impact on citizens. Furthermore, the EU offers humanitarian aid in all three instances.
