Introduction—Structure of This Book

Policymakers across the world are increasingly focusing on the question of how Artificial Intelligence (AI) systems should be regulated to give people the confidence to embrace AI-enabled technologies while encouraging businesses to innovate and develop them. In the European Union, the European Commission (‘Commission’), the European Parliament (‘Parliament’) and the Council of the European Union (‘Council’) have repeatedly stressed that Artificial Intelligence is one of the tools for upgrading industry for the digital age, and highlighted the importance of having Europe in a leading position in the development of AI technologies, platforms, and applications. The EU can lead the way in developing and using AI for good and for all, building on its values and its strengths. The European Institutions have underlined the need (“a sense of urgency”) to address emerging trends, such as AI, and to develop an approach to artificial intelligence and robotics at European level. The objective is to create a more integrated Single Market, to step up the legislative work and for Member States to implement the relevant EU legislation.
