Division of Labor and Hierarchy in the Digitalized Bureaucracy

This chapter focuses on two central tenets of the bureaucratic organization: division of labor and hierarchy. By analyzing how digitalization shapes the daily work of frontline workers and managers in the two agencies, the chapter shows how digital technologies support, enable, and challenge traditional hierarchies and division of labor with important implications for the enactment of public bureaucratic values such as transparency, legality, and accountability.
