Role of Women in Civil Service: Implications for Effective and Inclusive Governance in Bangladesh

The Bangladesh Civil Service (BCS) is working to promote diversity and inclusivity, but women still face challenges in decision-making processes. Despite the increase in the number of women in the BCS, their role remains largely passive. An integrative review of literature identified five major themes affecting women in the BCS: the glass ceiling, representation and responsiveness, structural and cultural obstacles, influence of role models and leadership styles. Women prefer a collaborative and participatory leadership style, which often clashes with the hierarchical and authoritative style prevalent in the public sector. The BCS must address these obstacles and promote a more proactive role for women in advocating for policies that benefit them. Performance-based evaluations and impartial promotion decisions could help improve the situation. By breaking down barriers, the BCS can create a more inclusive and diverse workforce that reflects the needs and aspirations of all citizens. Ensuring women’s active involvement in the BCS is not only a matter of gender equality but also a strategic imperative for sustainable development. It contributes to more inclusive, responsive, and effective governance systems that can address the country’s challenges and promote long-term prosperity for all citizens.
