Capacity Building of Civil Service Officials for Sustainable Governance: A Case Study of the Bangladesh Bureaucracy

This chapter, based on a survey, interviews, and secondary data, identifies the need for an appropriate policy framework to generate and utilize human capital in the Bangladesh Civil Service (BCS). It argues that in the process of human capital development, need assessment, utilization, and transformation of acquired knowledge for public service have been grossly overlooked. In other words, this is indicative of the opportunity cost of scarce public sector resources. Furthermore, Bangladesh’s commitment to Sustainable Development Goal (SDG) 16 demands an efficient civil service that is capable of maintaining peaceful, just, and inclusive societies and institutions. A targeted and result-oriented higher education policy for civil servants will certainly facilitate the journey toward fulfilling the SDGs, in particular SDG 16, and the overall development aspirations of Bangladesh.
