Cybersecurity Ethics and Ethical Hackers: A Systematic Overview on Data Availability and Understanding the Need for Moral Hazard Philosophy in Cyberspace

This paper compares the ethical behavior of hackers and cybersecurity professionals. It emphasizes the importance of ethical programmers with strong values working in the cyber field due to its sensitivity to concerns about public safety, privacy, and government data security mentioning (Prox, J Intelligence Conflict Warfare 2023) investigates possible dangers and morals associated with open innovation and technological growth in the sector that are also subject to ethical considerations. Furthermore, it discusses how parties, including governmental agencies, corporate executives, and everyday users, might contribute to the fight against moral hazard in cybersecurity also in the chapter of (Definition of Moral Hazard 2023) the study intends to contribute to the current discourse on cybersecurity ethics by evaluating the ethical consequences of open innovation and technological advancement by analyzing published articles and providing insights for scholars, industry practitioners, and legislators. To set the rules and regulations for hackers, it is essential to decide the specifications of individuals and shape their skills to become white hat hackers or reliable programmers for security reason (Fuster and Jasmontaite, International library of ethics, law and technology 2020).
