摘要

With the advent of the big data era, the value of personal data has become increasingly prominent. Realizing the right to portability of personal data is of great importance to the interests of every citizen, and it is also the foundation for building an information society in the future. Countries around the world have been actively exploring this issue. Based on the practical experience of the European Union, the United States, and South Korea in realizing data portability, as well as the problems they have encountered, this paper analyzes the exploration path of China in this field from the institutional and technical aspects. The technical characteristics of blockchain technology in terms of decentralization, consensus mechanism, and security and traceability are highly consistent with the concept of realizing data portability. This also makes the personal data portability implementation path of China based on blockchain technology have obvious advantages.
