Public Management and Regulation of the Digital Economy: Best Global Practices

The development of the digital economy in the modern world has become a key area of economic progress. Digital technologies have already taken root in all aspects of human life, including economic relations. Their impact on the functioning of economic entities is now recognized as positive, simplifying many business processes and increasing the efficiency of economic systems. In developed countries, governments actively support innovation processes in the economy. One of the key elements of government regulation is creating conditions for the active development of the digital economy infrastructure, its modernization and improvement. Given the uniqueness of the digital economy, which is based on the intensive use of information technologies, the development of digital infrastructure remains an urgent task. We considered the theoretical aspects of state regulation of the development of digital economy infrastructure, including the analysis of such key concepts as “state regulation”, “infrastructure”, and “digital economy”. The results of the study emphasize the significant amount of scientific research in this area, while at the same time indicating the difficulty in understanding the essence of these terms. The proposed definition considers such regulation as a complex process of targeted and multifaceted influence of state authorities on the development of interrelated components. The key function of such regulation is to create favorable conditions for the active implementation of information and communication technologies in production, exchange, distribution and consumption.
