Regional Features of Research and Development Cooperation Between Innovative Organizations and Partners

This contribution investigates characteristics of cooperation among innovative organizations in Russia, identifying seven types of regions based on two parameters: permanent and project cooperation. Using the K-means method, four clustering models were constructed. The results show that the main innovative activity in Russia is concentrated in Moscow, highlighting the centralized nature of innovative activity in the country. Permanent cooperation in the regions is not developed and is concentrated on the capital subregion (Moscow city and Moscow region). This indicates the need to strengthen measures to stimulate regional cooperation in the field of innovations. In the clustering model, which excluded data from Moscow, St. Petersburg and the Nizhny Novgorod region as regions that specialize in project cooperation, there is a possibility of developing unique cooperation models in individual regions. Four regions also make up one cluster, one of them belongs to the type “Choice of cooperation priorities” – the Republic of Tatarstan, three regions belong to the type “Problematic cooperation” – Novosibirsk region, Voronezh region, Sverdlovsk region, and the remaining regions belong to the type “Underdevelopment of cooperation”. When clustering data only by innovative Russian regions, it was found that only 7 of 13 innovative regions showed a certain level of cooperation. The research results can be useful for determining development strategies and priorities in the field of innovative activity at the regional level.
