Industrial Entrepreneurship as a Driver for the Regional Economic System Development

The relevance of the study is related to the expansion of the technological capabilities of the Russian economy, which can be achieved by ensuring the growth of production capacities of the domestic industry, where small and medium-sized businesses can take part. The contribution reflects problems of the current state of entrepreneurship, which complicates the development of industrial production. The authors noted that the small business sector provides flexible and quick satisfaction of consumer needs, serves as an effective tool for structural adjustment and solving important socio-economic problems of a national scale, but recently there has been a tendency towards a weakening of the mechanism of application of business support tools at the regional level. The research purpose is to develop, clarify and improve the main structural sources in industrial entrepreneurship. The implementation of a set of research methods made it possible to develop a concept for the development of industrial entrepreneurship to stabilize the economic situation at the regional level. Measures of the state support for entrepreneurship are structured (financial, consulting, administrative, property measures) and specific features of each of them are noted. The authors found that existing measures do not have a comprehensive system. The lack of an accumulating and coordinating support mechanism hinders the development of the entrepreneurship process, the creation of a systematic approach is required to build a rational policy for the development of industrial entrepreneurship in the regions.
