Constituents of Sustainable Rural Development

摘要

The contribution identifies five groups of components of sustainable rural development: natural, economic, social, institutional and cultural. Within each group, 3–7 relevant factors are identified. These groups with their respective content and results of influence on the development of rural territories are presented in the form of the authors’ scheme. Effective management of these groups of components of sustainable rural development will lead to an increase in the efficiency of natural and recreational resources, cultural factor in the development of rural areas, tourist attractiveness of rural areas, to an increase in the rate of economic development and investment attractiveness of rural areas, effective use of human capital and support for talented and creative young people, development of cultural industries and creation of effective infrastructures, as well as to the development of cultural industries. The dynamics of financing the implementation of projects and activities in rural areas of Russia from budgets of different levels and extra-budgetary sources has been analyzed. It is revealed that until 2025 the share of budgetary allocations from the federal budget and budgets of the federal subjects is expected to increase, but the funds from extra-budgetary sources are decreasing.
