Regional Basic Platform for Sustainable Development of Industrial Production Import Substitution

Import substitution policy defines the state and economic entities’ intention to carry out activities and sustainable development in various economic spheres, based on resources, technologies, semi-finished products and other domestic products, in order to minimize risks of their functioning. The current geopolitical situation, unprecedented growth of sanctions, and increasing threats to the global economy justify a search for new opportunities to improve the economic sustainability of the Russian Federation, one of which is the import substitution of foreign products based on the functioning of the industrial complex in the regions. The authors have identified significant facts on the organization of the import substitution policy: it is a catch-up policy implemented in the countries that purchase industrial products abroad without developing their own industry in order to accelerate the economic development. This policy is hampered by the command economy and is an organisational measure to protect domestic producers, develop the supply of products. The research purpose is to develop a model of a regional basic platform for the sustainable development of the import substitution in the industrial production. The research hypothesis is that this model is built on the development of demand and supply of domestic industrial products, allows to form a competitive position of regional industrial enterprises and their improvement areas. The proposed model aims at the initial testing of domestic products in the market of a region, and in the future export expansion, allowing enterprises to operate sustainably in the long term.
