HR Ecosystem of the Fishing Industry: From Structural to Workforce Complexity

The paper studies industry human resource management based on the ecosystem approach. Using the Russian fishery complex study materials, two fundamental factors of its HR ecosystem development were identified: the structural complexity of the industry and the workforce complexity. Expert assessment shows that the problems of interaction and consistency have been identified between the main structural elements that form the industry ecosystem. The results of a sociological survey of workers in the fishing industry (N-1005) served as empirical basis for developing an approach to assessing the complexity of the workforce. This approach allows to analyze not only the abilities and personal characteristics of employees, but also to assess the prospects for their activity. Employee qualities indicators significance and interdependence were determined using the Weight of Evidence (WoE) method. These results allow us to include the assessment of the workforce as a diverse and complex ecosystem entity into HRM practice. The level of coordination among industry participants and the workforce complexity have a significant impact on the ability to implement an industry development strategy. The best methodology is HRM based on an ecosystem approach given the complexity of the research and its management practice.
