Financial Approach to Strategy for Environmentally-Socio-economically Oriented Fisheries Development

Developing a fisheries strategy based on the principles of sustainable development is a complex task that has not yet received an adequate solution. The main problem is the promiscuity of sustainability criteria, aimed at achieving economic, social and environmental goals simultaneously. The article gives a financial approach to fisheries optimization. Its advantage is the possibility of unifying optimality criteria. Based on a generalization of research results in the field of fisheries economics and the well-known provisions of neoclassical economic theory, a theoretical model is proposed. The model simplifies the solution of fisheries management problem from the standpoint of sustainability. The advantages of the model are the use of a limited set of parameters covering the main ecosystem, social and economic aspects of fisheries, as well as the ease of practical implementation and results monitoring. The article provides recommendations regarding some special cases of implementing a sustainable fisheries strategy, directly determined by the content of the model, and also indicates the limitations of the model and possible ways of their elimination.
