Methodological Aspects of Formation of Regional Policy of the State from the Position of Eco-System Approach (on the Example of Agricultural Sector of Kaliningrad Region)

摘要

The theory of ecosystems is currently becoming increasingly relevant and is recognized by the scientific community as a rather promising direction for the development of both theory and practice. In this paper an attempt is made to study the principles of formation and implementation of regional policy from the position of ecosystem approach and to use the tool of analyzing the state of the agricultural sector of the Kaliningrad region in the context of economic efficiency indicator and evaluation of the implemented regional policy. A substantive theoretical and methodological review of all possible sides and aspects of regional policy in the context of its structural components, such as socio-economic, ecological and resource-saving. At the level of implementation of public policies, the need for both preliminary and final evaluation of each stage of implementation according to the principle of synergistic effect and subsequent diffusion to other types and measures of public policy becomes more obvious. Moreover, the digital platform and tools of remote analysis in real time, which act as a key parameter of eco-systemic approach and acquire serious prospects, make sufficient adjustments not only in the mechanism of regional policy implementation, but also in the process of its development at the level of individual evaluation procedures. This paper attempts to systematize the mechanism of regional policy development, to build a mediated hierarchy of time and priority of its components, as well as to clarify the platform structure as a tool for operational communication and instant assessment of indicative parameters of implementation. As the object of the study, the agricultural production and processing industry is presented as the one that best meets the requirements of eco-systematicity: economic, social, environmental and managerial-resource-saving.
