Enhancing Resilience Strategies for Non-traditional Security Threats in Global Logistics and Supply Chains Within the Vietnamese Agriculture Sector

摘要

Non-traditional security risks pose significant challenges to the Vietnamese agriculture sector, particularly in supply chains and logistics amidst the complexities of global economic integration. This study aims to enhance the sector’s resilience by employing a robust methodology that integrates Fuzzy Delphi, Fuzzy Analytic Hierarchy Process (FAHP), and Fuzzy Technique for Order of Preference by Similarity to Ideal Solution (Fuzzy TOPSIS). Through a comprehensive literature review, 23 initial threats were identified and refined further using the Fuzzy Delphi approach, which incorporates insights from specialists in risk management, logistics, and agriculture, thereby enriching our understanding of the intricate threat landscape. Subsequently, Fuzzy AHP is utilized to assign relative weights to these risks, employing organized decision-making to evaluate their likelihood, impact, and adaptability, effectively addressing linguistic uncertainties. The study culminates in applying Fuzzy TOPSIS to rank six proposed solutions, meticulously considering their advantages and disadvantages, thus facilitating informed decision-making within this complex environment. This study offers a comprehensive and adaptable framework to bolster resilience in Vietnam’s agricultural supply chain by integrating various fuzzy-based techniques.
