The realization of a smart city relies extensively on citizen engagement in the decision-making process. Intelligent cities (smart cities) utilize information technology to enrich services and enhance residents’ quality of life. Citizen involvement, whether of a political or non-political nature, plays a vital role in the concept of intelligent cities, enabling citizens to contribute their expertise and tackle societal and urban challenges. This chapter of the book underscores the substantial influence of public and community participation on governance in the pursuit of intelligent cities, with public engagement playing a significant role in sustainable development. This chapter highlights the necessity of fostering public awareness through civic education to augment citizens’ comprehension of their civic responsibilities in governance. It emphasizes the importance of timely communication, enlightenment, and facilitation to enable citizens’ participation in relevant forums concerning their development and societal well-being. Additionally, the research recommends institutionalization through the establishment of the Office of Public Participation Rapporteur (OPP), tasked with gathering perspectives from citizens and leaders and implementing associated policies and regulations.
