摘要

The problem of education can be categorized as a multi-criteria issue because it can be described by multiple factors. The authors of the study attempt to utilize the multi-criteria TOPSIS method to assess the level of Pre-primary to tertiary education in the countries of the European Union using dynamic approaches. Pre-primary to tertiary education plays a crucial role in the growth and development of the younger generation. At this level of education, they acquire fundamental skills that are essential for their further development. Therefore, this process necessitates continuous monitoring to improve the quality and adaptation of educational programs to the dynamic of ever-changing world. The Education process is very complicated because it is influenced by many factors which exceed the educational obligations at the school level, including the very important role of state action. The success or failure of this process will depend on the State's actions in this regard. The use of the multi-criteria TOPSIS method for assessing the level of pre-primary to tertiary education in EU countries will allow each country to monitor its development in education in relation to the rest of the EU member countries, which can be helpful in rapid intervention in improving this process.
