The Institutional Framework for People Living with Disabilities in South Africa

摘要

South Africa’s commitment to inclusivity, as enshrined in its Constitution, is fundamental to its democracy. This chapter investigates the efficacy of policies, plans, and frameworks aimed at improving the lives of people living with disabilities (PWDs) in alignment with the United Nation’s Sustainable Development Goals (SDGs). Beginning with an overview of prevailing challenges and the representation of PWDs, the chapter navigates through the legislative and policy landscape of South Africa. It explores the diverse array of programmes implemented across governmental departments to support PWDs, assessing their impact on enhancing the quality of life. These programmes aim to address the multifaceted needs of PWDs, encompassing areas such as healthcare, education, employment, and accessibility. Ultimately, through an examination of policies as guiding principles for action and plans as blueprints for problem-solving, this chapter concludes with recommendations for further enhancing the support systems for PWDs in South Africa. It underscores the importance of continuous evaluation and adaptation of policies, plans, and frameworks to address the evolving needs of PWDs and ensure their full inclusion in society. By leveraging these insights, South Africa can move closer to realizing its commitment to inclusivity and equality for all its citizens, regardless of abilities.
