Citizens’ Attitudes Towards E-government Applications

Electronic government (e-gov) consists of information and communication technologies applied in government issues. The new digital era contributed to the evolution of the use of e-gov applications to a more transactional and integrated operational level. Public managers use them a problem-solving tool whilst citizens and stakeholders in order to control public servants. The recent pandemic of COVID-19 forced the public sector to adopt e-gov applications extensively and Internet, telework, remote work, distance learning, online transactions are now part of everyday life in society. This study aims to explore the attitudes of Greek citizens to-wards the use of e-government applications. A primary survey conducted in November–December of 2022 to a random sample of 1200 Greek citizens. Principal component analysis (PCA) conducted to identify the main attitudes of Greek citizens towards the use of e-government applications. Therefore, Principal Component Analysis indicated two main attitudes: (a) E-gov applications contribute to the improvement of the efficiency and effectiveness of public sector, and (b) E-gov applications contribute to the better citizens’ service. Cluster analysis is used to group those citizens into clusters according to their attitudes towards the use of e-government applications. It identified three groups of citizens: (a) those who believe that e-government applications contribute to better citizens’ service (b) those who believe that e-gov applications contribute to the improvement of the efficiency and effectiveness of public sector and (c) those who are indifferent. Nonparametric tests including chi-square performed to develop the profile of each of the identified group of citizens towards the main reasons they use e-gov applications and their demographic characteristics.
