Study of Innovative Approach for Implementing Personnel-Fit Organizational Culture at Universities (Case of Georgia) and the Role of Digitalization

摘要

In the current rapidly changing era the management of organizations including universities must intensively strive to find innovative ways for professional development of their employees (as organizations’ key resource) to reach their potential. On the basis of the researches conducted in previous years one of the main path fort the personnel development is considered to be the implementation of an appropriate environment (Organizational Culture) at organizations in which person is best fitted. According to the Global Competitiveness Report, Georgia has an inappropriate indicators in the pillars such as: training of personnel with higher education corresponding to modern requirements, the country's innovative capabilities, the outflow of qualified personnel from organizations, technologies, research and development, and other strategic directions. One of the basic reasons of which is considered the imperfect organizational culture at universities, as on the basis of studies conducted in the world's leading universities there has always been a close linkage with the organizational culture as a factor determining the organizational performance. The purpose of this study is to develop an innovative approach for the establishment of an acceptable organizational environment at higher educational institutions of Georgia, considering the job specifications of University employees. For bringing the study purpose into the light the paper analyses the Quantitative (Google Form electronic Self-Assessment questionnaire) and Qualitative researches (in-depth Structured interview) carried out (in 2021–2023) with the local (Georgian) as well as International Universities (Czech Republic) personnel (Academic &Administrative) focused on revealing dominant Organizational culture OC (derived from CVF); also determining the attitude of university executives on creative environment (in particular, what kind of environment should exist for the university employees to increase their productivity) and finding out the OC indicators necessary to implement personnel oriented environment which serves as a guarantee of enhancing their potential that will be gradually reflected in the University performance. Paper also indicates the role of digitalization in the research process.
