Affected by low rainfall and other factors, various degrees of drought occurred in Binzhou City during the key period of wheat planting in October 2023. This paper conducts an analysis of the drought situation by examining monitoring data on precipitation and water levels as of October 25th. Considering emergency drought resistance water from the Yellow River, it clarifies the supply-demand relationship of water resources in Binzhou at year-end, by forecasting the water demand for primary, secondary, and tertiary industries and investigating available water sources such as surface water, groundwater, external water, and unconventional water. Furthermore, suggestions for efficient allocation and development of water resources are proposed. Providing valuable insights into drought assessment, disaster prevention, as well as effective scheduling of water resources, this paper is of great importance for the North China.
