Based on a series of problems proposed in the Plan Senegal Emerging (PSE), such as water shortage of residents, restricted agricultural development, poor ecological environment, and lagging economic development caused by water scarcity in Louga regions, this paper adopts quota method to analyze and forecast the water demand of the planned regions from various aspects such as living, agriculture, and ecological environment. Finally, the total water demand of the planned target year in the Louga area is obtained. The results show that the forecast results of water demand are reasonable, and the water demand structure meets the requirements of the corresponding local targets, which can provide a theoretical basis for the subsequent irrigation water diversion projects.
