When the Roman Empire became officially Christian in the fourth century a number of educated Romans thought that they could create a truly Christian civilization that governed by Christian principles, treated citizens with respect, and ruled virtuously with real justice. Though the Roman elite admitted that that heaven was still heaven, they seemed to aspire to a truly “City of God” on earth.
