Application of Contingency Theory to the “Workforce Crisis” in Policing

Policing, traditionally seen as a stable career field, is currently facing a workforce crisis. Factors like diminishing public perception and legitimacy of law enforcement, particularly after incidents like the George Floyd case and the COVID-19 pandemic, have exacerbated this issue. A survey by the Police Executive Research Forum (PERF) showed a 63% decline in new officer applications over 5 years, with resignations and retirements spiking post-2019 (PERF, 2019). College students’ growing reluctance to pursue policing careers, influenced by negative public opinions, and a sharp increase in voluntary resignations following the George Floyd protests further complicate recruitment and retention. This crisis reflects a broader shift in attitudes towards law enforcement, underscoring the need for reforms to address financial and perceptual challenges in the police workforce.
