The Comprehensive Resilience Ecosystem and Hybrid Threads

摘要

United Nations published An Agenda for peace in 1992 against the backdrop of cold war ending and new geopolitical reality emerging. The world was in the similar situation in 2022. Post-cold war era ended with the start of the Russian aggression war against Ukraine. A transition to new global order was in process. In June 2023, UN published A New Agenda for Peace report that stated “We are now at an inflection point. The post-cold war period is over. A transition is under way to a new global order. While its contours remain to be defined, leaders around the world have referred to multipolarity as one of its defining traits. In this moment of transition, power dynamics have become increasingly fragmented as new poles of influence emerge, new economic blocs form and axes of contestation are redefined” (UN 2023, 3). Both of the reports, the 1992 and the 2023, are important from the analytical point of view of the changing global security environment and what will be the security related challenges ahead. Both agendas have been published in a time of changing dynamic of security and power relations in the world. They also reflect an end of previously existing status quos and beginning of something new in international politics.
