Urban Recovery Framework for Aleppo City

The Syrian conflict has had devastating effects on AleppoAleppo; infrastructure and assets were heavily damaged and it witnessed large-scale population and business flight. New forms of war economy emerged and local governanceGovernance institutions suffered from loss of local resources and infrastructure, with a direct impact on service provision. External financing for recovery remains extremely restrictive, while new land use, planning, and developmentDevelopment laws created tenureTenure security risks. Since 2014, UN-HabitatUN-Habitat iteratively developed the Urban RecoveryRecovery \b FrameworkUrban Recovery Framework, a multi-sectoral and multi-stakeholderStakeholders approach to area-based recovery in Syrian cities. This chapter summarises the experience of its application in Aleppo. In so doing, it articulates arguments for the adoption of the Urban Recovery Framework (URF) as a tool to support resilient urban recovery at scale in Syrian cities affected by the conflict and subsequent crises, and beyond.
