MCGDM Based on TODIM-PROMETHEE II Under Linguistic Z Number Environment and Their Application in Site Selection of Emergency Shelter

Decision-making often relies on subjective experience, but some opinions can be unclear, making it hard for policymakers to articulate them. Hence, researchers need to offer scientific decision frameworks, such as the multi-criteria group decision-making (MCGDM) method in the linguistic environment, which is increasingly popular among researchers. Many studies have been explored through linguistic term sets, but in a complex and ambiguous situation, these are insufficient to capture subjective parts of policymakers. To tackle the above challenge, this study proposes an MCGDM based on TODIM-PROMETHEE II under linguistic Z number (LZN) information (LZNI). This study examined how to select the best location for an emergency shelter. They used a decision support model and analyzed different factors. The findings demonstrated that their approach worked well for addressing this critical issue.
