摘要

The Russian economy today is on the threshold of crucial changes that can bring our country to a new level of development. The intensified sanctions policy of foreign countries contributes to the change in the development trajectory of our country. The change in the vector of development from import substitution (since 2014) to technological sovereignty demonstrates the change of technological priorities of the domestic policy of the Russian Federation in favor of the development of its own technologies. Adaptation to new challenges is possible by supporting relevant initiatives within the framework of national projects, including those focused on supporting small and medium-sized businesses. Since large companies and corporations have substantial infrastructural, financial, material and intellectual resources for innovation activities, in this case the startups are able to generate prototypes of future technologies and technological solutions. With appropriate support, startups can effectively and efficiently perform certain tasks in the field of developing new solutions with their subsequent commercialization National projects have a large-scale nature and are aimed at stimulating the development of small and medium-sized businesses, supporting innovation, creating new jobs and improving the efficiency of operating enterprises. Special focus on the design of the management system of support and development of small and medium enterprises has a significant contribution to the achievement of positive dynamics in the implementation of the national project.
