Territorial Differentiation of the Development Level of the IT Industry in Russia

The dynamically developing Russian IT industry, which is represented by a set of organizations engaged in activities related to software development, provision of IT services, data processing, etc., requires appropriate statistical tools to analyze its condition and development. The uneven socio-economic development of the regions of the Russian Federation causes significant territorial differentiation in the development of the IT industry. When studying processes occurring at the regional level, their statistical assessment should be based on the use of multidimensional methods of analysis. The lack of a unified methodology for calculating the integral indicator of the development level of the IT industry using statistical methods determines the relevance of this work. The purpose of the study is to develop a methodology for assessing the differentiation of regions according to the development level of the IT industry using multidimensional methods of statistical analysis. Based on private indicators of the use of information technologies by organizations using nonparametric assessment methods, regional values of the integral indicator of the level of development of the IT industry were calculated and analyzed. Clustering of the Russian regions according to the above indicators made it possible to identify homogeneous groups of subjects according to the development level of the IT industry, determine the composition of groups (clusters) and identify the best and worst regions. Outsider regions need government support to equalize the development level of the information technology industry.
