CPEC and the Delivery of Public Goods in Punjab

This chapter examines the impacts of the Sahiwal Coal Power Plant and the Orange Line Metro Train (OLMT) projects in Punjab—the biggest and mostly urbanized province in Pakistan. These CPEC projects are completed and functional. While both projects seemed to have accelerated urbanization process, a well-thought-out plan to provide jobs, increase productivity, ensure smooth public service delivery, and provide high living standards, was found absent in both Lahore and Sahiwal. The SDGs 3, 4 and 8 received little attention while planning the CPEC in Punjab.
